MI6 Launches Dark Web Portal to Recruit Global Spies, Targeting Russia

Britain’s Secret Intelligence Service (MI6) has announced the rollout of Silent Courier, a Tor-based dark web portal, designed to enable anonymous tips from potential informants worldwide—particularly in Russia—marking a digital escalation in espionage amid heightened geopolitical tensions.
The platform, accessible via the Tor browser for secure, untraceable messaging, allows users to upload sensitive information on threats like terrorism or hostile intelligence activities directly to MI6 handlers.
Instructions were launched on MI6’s new verified YouTube channel at 2 a.m. ET (0600 GMT) Friday, accompanied by a cinematic video evoking James Bond flair: lone agents in forests and deserts transferring files, with Russian text overlaying "transfer information."
Outgoing MI6 Chief Sir Richard Moore, speaking in Istanbul, framed the tool as a "virtual door" flung open to those risking all to expose dangers, building on his 2023 Prague appeal to Russian citizens. "Our virtual door is open to you," Moore declared, emphasizing its role in countering surveillance in high-risk nations.
Foreign Secretary Yvette Cooper hailed it as "cutting-edge tech" to bolster recruitment, while a Foreign Office release urged VPNs and unlinked devices for user safety.
Silent Courier mirrors the CIA's 2023 Tor initiative and MI6's existing sis.gov.uk tips form, which already recommends Tor, VPNs, and disposable emails. It arrives as MI6 transitions to Blaise Metreweli—the first female "C"—next month, formerly "Q" overseeing tech innovation.
